Citizens of the United States are exempt from the Canadian ETA. However, owners of permanent resident cards in the United States (green card) are not. On the other hand, ESTA holders cannot use it for Canada because it is a specific electronic travel document to enter only the USA. Each traveler must apply for a separate Canadian ETA before departure.

The Canada ETA application requires certain considerations which must be taken into account, including your employment information, the funds available for your trip to Canada and whether you have a criminal record or not. Having a criminal record is an automatic reason for refusing an ETA. An Electronic Travel Authorization allows you to travel to Canada, but your entry approval is only up to an immigration officer at the point of entry into Canada.
